Panic! At the Disco are signed to Pete Wentz's label, Decaydance. Pete Wentz is Fall Out Boy's bassist and lyricist.
So yeah, Fall Out Boy owns them, basically.

uhh..well.. I dunno!! but I know he's done other people. The Academy Is... comes to mind, but I don't think he signed them.
